Administration
Mission:
The purpose of Public Services Administration is to oversee and provide guidance to the divisions that operate and maintain the water treatment and distribution system, the wastewater collection and treatment system, and the various public works services including solid waste, street maintenance, cemeteries, and stormwater. Public Services Administration ensures that all services are provided in an effective and efficient manner to all city customers.

Purpose for division:
- Supervise and manage all division of Public Services including the oversight of budgets, expenses, capital projects, and personnel issues.
- Review service levels and implement programs that improve efficiency, meet Federal and State mandates and conform to any new policies of the City Council.
- Prioritize requests from individual divisions to meet the needs of the overall department.
Projects:
- Provide contract administration services for Capital Improvement Projects, goods and services contracts, consultants, and construction projects.
- Establish street paving priorities for annual resurfacing / maintenance projects.

Cemeteries
Mission:
The mission of the Cemetery Division is to respectfully provide necessary and requested services and products to families in a cost effective manner by helping families locate plots, provide confirmation of plot ownership, and maintaining cemetery grounds.

Purpose for division:
The City operates two municipal cemeteries, Oakwood and Greenhill. Oakwood Cemetery is located at 512 Steele Street and covers 13.7 acres with 1,513 plots. Greenhill Cemetery is located at 1700 Leonard Avenue with an area of 11.3 acres which consists of 1,247 plots.
Services provided by division:
The City will excavate and close a grave for $300. The grounds are maintained by the Cemetery Division.

Mission:
Provide the highest level of wastewater treatment available, in order to ensure a safe water supply for the public and our environment in accordance with State amd Federal rules and regulations.

Eastside is currently undergoing a multi-million dollar upgrade and expansion. This upgrade and expansion will enable us to achieve the Mission and Goals we have set before us.

Environmental Services
Mission:
The Environmental Services Department provides the customers of High Point with quality weekly collection of household waste, yard waste, co-mingled recyclables and bulky items to insure a safe and livable community.

Purpose for division:
- Provide residential customers of High Point weekly collection of household waste, yard waste, co-mingled recyclables and bulky items.
- Educate the customers of High Point about proper disposal methods of solid waste and encourage them to participate in our recycling program.
- Protect the environment and sustain the highest quality of life for all the citizens of High Point.
Services provided by division:
The City of High Point collects household waste, co-mingled recyclables, and bulky items once a week at curbside, although backyard collection is provided for residents with a verified medical disability. The division utilizes ten crews for garbage pick-up, four crews for recycling, three crews for yard waste and four crews for bulk item pick-up weekly.

Laboratory Services
Mission:
Laboratory Services provides comprehensive analytical monitoring and compliance support for the Public Services Department, Plants Division to insure monitoring and reporting compliance with all permitted State, Federal and local laws and ordinances.

Purpose for division:
- Monitor the water supply watershed, water distribution system, water and wastewater plant operations and effects on the receiving streams.
- Perform internal support and compliance reports for the appropriate regulatory jurisdictions.
- Maintain certifications and quality specifications relevant to the operation and compliance of the water and wastewater utility.
- Actively promote safe, efficient, environmentally sound management practices for the water resources of High Point.
Services provided by division:
Laboratory Services provides the public with necessary and required testing to assure safe, clean water whether for drinking or returning treated wastewater to the streams of North Carolina through its licenses with State and Federal authorities.

On average, the lab reports 13,000 tests to the state, 8,500 tests that aid in the safe and efficient operation of the plants and over 200,000 tests required by certifying authorities to assure accuracy.

Landfill Facilities
Mission:
The mission for the Landfill Division is to operate a Subtitle D MSW Landfill and a Type 1 compost facility.

Purpose for division:
- The division functions to properly dispose of the solid waste for the City of High Point.
- Handle the City of High Point yard waste needs.
- Produces a saleable mulch and compost product.
- Operates each facility in accordance with the North Carolina Solid Waste Rules and Regulations.
Services provided by division:
The landfill and compost facility hours of operation are as follows: - KERSEY VALLEY LANDFILL Monday thru Friday 7:30am-4:30pm and Saturday 7:30am-1:00pm, residential bag waste only.
- INGLESIDE COMPOST FACILITY 9:00am-4:00pm Monday thru Friday and Saturday 9:00am-1:00pm.

Maintenance Services
Mission:
The purpose of the plants centralized maintenance section is to provide maintenance and service for the water & wastewater treatment plants. Our priority is preventive maintenance for the following locations; Ward Plant, Eastside Plant, Westside Plant, Oak Hollow Raw Water, City Lake Raw Water, Kearns Plant, and thirty liftstations.

Material Recovery Facility (MRF)
Mission:
The Material Recovery Facility provides the citizens of High Point with a material recovery facility that properly processes, separates, packages and ships an estimated 6,000 tons annually of co-mingled recyclables. The facility also provides cardboard recovery for the bi-annual Furniture Markets and operates a Buy-Back Center for citizens and business of High Point. We are currently receiving co-mingled recyclables from a portion of Guilford County, Jamestown and Archdale.

Purpose for division:
- Properly process all recyclables brought into the facility.
- Find new markets for more recyclable materials.
- Maintain the facility in accordance with City of High Point and OSHA standards.
Services provided by division:
The Material Recovery Facility serves the public by providing a means that helps protect the environment by recycling and saving landfill space. We also provide a buy-back center for citizens to bring recyclables and collect monies for such recyclables.
Projects:
An office paper and cardboard pick-up program is currently underway with several businesses in High Point in which we provide collection bins and pick-up service. We provide educational presentations and tours of the facility to the citizens of High Point through the City's Environmental Programs Coordinator, Melanie Bruton at 883-3517 or Material Recovery Superintendent, Jeff Evans at 883-3623.

Residuals Management
Mission:
The Residual Management division shall provide for the elimination and/or disposal of material solids produced by the water and wastewater divisions of the City of High Point in a reliable, safe, and compliant manner that guarantees satisfaction from its customers while optimizing a high level of efficiency at a competitive cost.

Stormwater Services
Mission:
To provide citizens with a comprehensive stormwater management program that provides timely assistance in making drainage improvements on public and private property based on eligibility and prioritized needs.

- Efficiently provide services that improve and maintain the stormwater drainage system.
- Assist eligible private property owners with drainage problems through the implementation of the Stormwater Management Improvement Program.
- Inspect stormwater Best Management Practices and ensure the property owner performs proper maintenance.
- Review proposed development plans to ensure practices will be implemented that limit adverse impacts to High Point watershed water supply area

Street Maintenance
Mission:
The Street Maintenance Division strives to provide the safest and best roadways possible for the citizens of High Point.
|

Purpose for division:
Perform preventative and routine maintenance procedures in the most efficient way possible. Provide services that maintain the roadways and related right-of-ways of City of High Point in such a way that these areas are esthetically pleasing.
Services provided by division:
- Perform asphalt maintenance operations, such as: street resurfacing, sub-base repair, pothole repair, and deteriorated asphalt point repair.
- Maintain roadway functions including: stormwater pipes, shoulders and ditches, and sidewalks and curb.
- Respond to calls concerning street flooding.
- Mow grass and trim overgrown and dead tree limbs within the street right-of-ways.
- Perform ice and snow removal operations on routes as determined by the City Snow and Ice Removal Plan.
Projects:
- Perform maintenance operations within public right-of-way, such as: repair and re-grade shoulders, re-grade side ditches, and maintain stormwater pipes and structures.
- Repair or replace existing sidewalks and curb.
- Clean streets and curb gutterplates.
- Remove trees and branches from the streets.
- Provide assistance to Police and Fire Departments during emergency road closures.
- Provide loose leaf collection from early November to mid-January.

Mission:
To maintain and operate the Ward Water Filtration Plant to effectively provide high quality drinking water to our customers in treating approximately 13.5 million gallons of water per day in accordance with the rules and regulations of the State and the Environmental Protection Agency.

Water and Sewer Mains
Mission:
To enhance the quality of life in High Point by proactively maintaining, improving, and administering an effective and efficient water distribution and waste water collection system.

- Maintain quality of potable water delivered by the Ward Water Filtration Plant.
- Provide an acceptable system of convenience for domestic and industry wastewater.

- Crews are on call 24 hours a day to respond to any water or sewer emergency.
- Utility improvement projects of the water distribution and wastewater collection system.

Westside Waste Water Treatment Plant
Mission:
Provide the citizens and businesses of High Point with a means to dispose of collective wastewater and to protect the environment through effective wastewater and residuals treatment in accordance with the rules set forth through the National Pollutant Discharge Elimination System (NPDES) State permit and the Environmental Protection Agency.

- Maintain and enforce compliance of State and Federal regulations.
- Monitor flow streams.
- Perform quality assurance tests.
- Monitor contractor operations.
Services provided by division:
This division protects water quality by optimally treating wastewater, monitoring wastewater discharges and maintaining the facility and equipment related to process operation.
Projects:
- Repair and replace incoming sewer lines from Lexington Avenue to the Westside Wastewater Treatment Plant.
- Perform repairs on the grit collection system.
Miscellaneous Information about division:
The Westside WWTP is located at 1044 West Burton Road in Thomasville. The plant has been operational at its present site since 1929.
