a. Skeet Club Road will be widened to a four lane divided facility with limited median

openings. Dedicate right-of-way and easements along Skeet Club Road, Tanglebrook

Road and Joyce Circle according to Skeet Club Road widening plans. Show the Skeet

Club Road widening plan on this site plan.

b. There shall be no access to Skeet Club Road. After the improvements on Skeet Club

Road, Joyce Circle and Tanglebrook Road shall be converted to right-in/right-out only.

c. Improve Joyce Circle and Tanglebrook Road to minimum city standards.

d. Provide sidewalk along Tanglebrook Road and Joyce Circle. Provide funds in lieu of

construction of the sidewalk along Skeet Club Road.

e. What will be the expected enrollment in the school? Provide an adequate onsite queue

area for morning drop off/afternoon pick up for students.

f. A Traffic Impact Analysis is required for this development.

g. A traffic control plan must be provided for any utility work to be done in Skeet Club

Road. The contractor must hire a company that specializes in providing traffic control

according to MUTCD guidelines.

Engineering Services Department (883-3194)

a. The proposed waterlines will need to be a minimum of 8" in size.

b. What type of future development is the western section to be reserved for?

Department of Public Services (883-3215)

a. Water and sewer permits for utility extensions shall be obtained from NCDENR prior to

construction. The City of High Point is not a delegated municipality.

b. If applicable, fees of $11.00 per foot of property roadway frontage for water service and

$15.00 per foot of property roadway frontage for sewer service must be paid prior to

plan endorsement. Contact the Engineering Services Department at 336-883-3194 for

frontage fee assessment information.

c. If applicable, acreage fees of $200.00 per acre for water service and $200.00 per acre

for sewer service are due immediately at time of annexation. The developer will be

required to extend either utility system if necessary for connection. The fees are based

on the site acreage, which must be verified by plat or survey, and must be collected by

Public Services prior to plan endorsement.

d. The Director of Public Services will review the plan and make comments.

Department of Electric Utilities (883-3172)

a. Provide a 15' electric utility easement along Skeet Club Road.

Fire Department (883-3367)

a. The Fire code requires that an approved Fire Department Access roadway be provided

to within 150' of all portions of the exterior of a building. When this is not possible or

feasible the Fire Inspector may require more fire protection devices. We will require

access roadways or approved automatic fire sprinklers to be added to these proposed

buildings.

b. Plans submitted didn't show the size of the water line leading into the building.

c. Fire hydrants will be required at each driveway leading into this complex. Fire hydrant

spacing shall meet the City of High Point's requirements and be located no greater than

500' on centers. We suggest that water lines in the street be up-sized to min. 8" lines for

future growth.

Building Inspections (883-3345)

Department of Planning and Development (883-3328)

a. An annexation and rezoning typically takes 2-3 months from submittal to City Council

hearing. Based on deadlines the earliest public hearing by City Council is mid April,

2006.

b. Annexation of property can occur whether utilities are available or not. However, the

availability of utilities will affect the ability to develop the property.

c. Provide the number of classrooms (middle school and below and the number of high

school classrooms), number of offices, and provide the required parking calculations

(see pg. 5-63 of the High Point Development Ordinance for the parking requirements).

d. The Tanglebrook Road intersection with Skeet Club needs to line up with Wyndham

Avenue.

e. The preparation of the annexation map should also include requested right-of-way

dedication and lot combination.

b. Label the existing storm drainage pipe. Show it in the sand filter cross-section to verify

that there are no vertical conflicts with the subdrain system.

d. The side slopes on the sand filter and sediment chamber cannot be steeper than 2:1.

Your plan shows them at 1:2.

e. It appears that the sand filter will not fit where proposed once the side slopes are revised

to 2:1.

f. Please show a detail for the permanent earth berm on the watershed plan.
