On March 17, 2008 the City Council approved two new zoning districts that will become effective on March 31, 2008.  These new districts are based on the goals and objectives of the Core City Plan and will guide development and redevelopment within the following areas:

Welcome to the Planning & Development Department's website. We hope that you find it helpful and informative. This website has been designed to provide information on planning and development in High Point, including the city's planning related boards and commissions, city plans and studies, and development and construction related information. It is our goal to provide the same information on the internet that you can obtain in our office.

If you want to visit us, our office is located in Room 316 on the 3rd floor of the Municipal Office Building at 211 South Hamilton Street in downtown High Point. Office hours are from 8:00 a.m. to 5:00 p.m. Monday through Friday, excluding official holidays. On-site visitor parking is available either on the E. Green Drive or Commerce Avenue sides of the building, and South Hamilton Street has on-street parking.

We encourage you to visit us either via the internet or in our downtown High Point office to obtain more information about the High Point community or to assist you with your development project in High Point.

The department contains three operational divisions: Planning Services, Development Services, and Inspection Services.

PLANNING SERVICES DIVISION

The Planning Services Division conducts studies, produces plans, identifies program needs and develops policies that promote the physical, economic and social development of the community. The division advances the orderly growth of the community through competent land use planning; environmental planning, small area planning and corridor planning. Such efforts have resulted in the development of the city's Land Use Plan, Community Facility Plan, various small area plans and growth strategies for the community. The division also conducts demographic and socioeconomic studies, disseminates census information, and prepares population estimates and projections.

DEVELOPMENT SERVICES DIVISION

The Development Services Division ensures that changes to the community's physical environment comply with applicable land development policy. The division reviews development proposals, policies, codes and ordinances to insure consistency with city policy and land development code requirements. Such development proposals include requests for voluntary annexation, zoning map amendments, street closings, special use permits, variances, special exceptions, certificates of appropriateness, subdivision plans, watershed development plans and site plans. The division also approves new street names, and assigns and administers city wide property addressing.

INSPECTION SERVICES DIVISION

 The Inspection Services Division ensures the sound construction of new buildings and the safe maintenance of existing buildings, and ensures that construction and development practices are in accordance with the NC State Building Code and local codes. The division reviews building construction plans, issues permits and performs building, plumbing, mechanical and electrical inspections for home and business construction. Responsibilities also include ensuring properties comply with city codes that establish standards for housing, junk motor vehicles, public nuisances and signs.
 

Upgrade to the Interactive Voice Response (HELLO) System

The Inspections Services Division is in the process of upgrading their IVR system, scheduled to go-live the first part of June. This system has many new features and allows contractors to get their inspections results delivered to them several different ways. To get the best results, we are asking contractors to update their demographic information. If you are a contractor, please download the form, fill it out and return by email, fax, mail or in person.

ADMINISTRATION

Department Administration provides administrative and clerical support to the planning, development and inspection services divisions. This department function supports and assists the city's planning related boards and commissions, develops and administers the annual planning work program, develops and administers the department budget, monitors programs, and supervises the activities of the department's divisions.
