Heat Pump Rebate

Residential customers whose electric service is provided by the City of High Point, a NCMPA1 member, are eligible to receive a rebate in the amount of $400 per heat pump unit purchased and installed after January 1, 2009.

Program Requirements:

  • Minimum capacity of 1 ton and maximum capacity of 5 tons
  • Minimum efficiency rating of 15 SEER (seasonal energy efficiency ratio)
  • Multiple units installed at one location/by one owner are each eligible
  • Both package heat pump systems and split-system heat pumps are eligible
  • Customer must apply for the rebate with the City of High Point, including the following information:
    • Proof of purchase from dealer/manufacturer
    • Make
    • Model Number
    • Size (capacity)
    • Efficiency Rating (SEER and HSPF)
    • Serial Number
    • Date of Installation

A rebate request form must be completed by the contractor/property owner and forwarded to the City of High Point, Attn: Rebates, P.O. Box 230, High Point, NC, 27261-0230. To obtain a copy of the rebate form click rebate.pdf, call 883-3111 or visit one of our branch locations.

The customer may select any authorized/licensed electrical or HVAC contractor who has a privilege license to work in the City of High Point and obtains the required permits.

Prior to issuing the rebate, the City of High Point requires that the installation be inspected by a City Building Code Inspector to make sure all State building codes have been followed. The cost of the inspection permit will be paid by the customer. In addition, the City must receive all required documents before a check will be issued by the City to the name on the rebate request form. Rebates subject to ongoing funding from NCMPA1.


 

ENERGY STAR Home Rebate Program
 Home Green Generating Smart Energy Choices

 

The purpose of this program is to promote the use of the Environmental Protection Agency's ENERGY STAR building practices in the construction of new residential homes through a rebate incentive.

Eligibility:   Single-family residential homes constructed after January 1, 2009 and whose electric service is provided by the City of High Point, a NCMPA1 member, are eligible to receive the rebate upon final certification by an independent Home Energy Rater.

Amount of Rebate:     $500 per single-family residential dwelling

Program Criteria:   ENERGY STAR qualified homes are at least 15% more energy efficient than homes built to the 2004 International Residential Code (IRC) and includes additional energy-saving features that typically make them 20 – 30% more efficient than standard homes. Builders can choose from a variety of energy efficiency features to meet ENERGY STAR performance guidelines:

  • Effective Insulation – properly installed and inspected insulation in floors, walls, and attics.
  • Tight Construction and Ducts – advanced techniques for sealing holes and cracks in the home's "envelop" and in heating and cooling ducts.
  • Efficient Heating and Cooling Equipment – energy-efficient heating and cooling systems can be quieter, reduce indoor humidity, and improve overall comfort.
  • High Performance Windows – energy-efficient windows employ advanced technologies, such as protective coatings and improved frame assemblies, to help reduce drafts into the house.
  • Efficient Products – qualified homes may also be equipped with ENERGY STAR qualified products such as lighting fixtures, compact fluorescent bulbs, ventilation fans, appliances and washing machines.
  • Third-Party Testing – an independent Home Energy Rater conducts onsite inspections and testing to verify the energy efficiency measures.

A rebate form must be completed and returned to; City of High Point, Attn: Rebates, P.O. Box 230, High Point NC 27261. Before the rebate can be processed by the City, a certificate of occupancy must be issued by the City's Building Inspections Department. A copy of the rater's certificate of validation must be submitted to the City. The City will submit information to NCMPA1 from the approved Energy Star certification completed by the Home Energy Rater.

This program will continue as long as funding is available through NCMPA1.


 

Commercial/Industrial Bids for Energy Efficiency Incentives

 

The City of High Point, with the support of NCMPA1, is issuing this Energy Efficiency Request for Proposals (RFP) to encourage the development of energy efficiency improvement projects by High Point retail electric customers by offering financial incentives to these customers for such projects through a competitive bidding process.  Customers who choose to undertake energy efficiency projects as a result of the financial incentives awarded through this RFP process will benefit from the reduced electricity consumption and associated power bills from High Point. 

 

Program Criteria:

  • Participation is open to any commercial, industrial or institutional customer with a peak annual billing demand of at least 250 kW.
  • A qualifying customer must specify the amount of incentive required to implement the project. Funding of the incentives is intended to cover a portion, but not all, of the cost of an energy efficiency project.
  • Projects may be submitted in partnership with an equipment vendor, consultant, contractor or other third party service provider.
  • Energy efficiency projects that produce, in the aggregate, savings of 100,000 kWh (or more) per year will receive preference.
  • All kWh savings provided by an energy efficiency project must be produced in a manner that will allow High Point to measure, verify and apply the savings toward its REPS (Renewable Energy and Energy Efficiency Portfolio Standard) compliance obligations under the provisions of NC Session Law 2007-397 (Senate Bill 3).
  • It is acceptable to aggregate energy efficiency measures at multiple facilities (all of which must receive electric service from High Point) so long as the facilities are owned by the same parent company and operated by the same corporate management.
  • Incentive funding available from NCMPA1 for all approved energy efficiency projects of NCMPA1's member cities during 2009 is currently limited to $250,000.
  • All projects will be reviewed and ranked by High Point, NCMPA1 staff and its consultants. The highest ranking proposals in all NCMPA1's member cities will be funded first until available funds are gone.
  • Eligibility is limited to projects that are undertaken and installed during the calendar year period January 1, 2009 through December 31, 2009.
  • Eligible energy efficiency projects must provide savings that are measurable and verifiable and may be related to projects that include, but are not limited to, high efficiency lighting, refrigeration and HVAC systems; improved building envelopes; energy management systems; variable speed drives on motors; and measures that are unique to a customer's business or physical process.
  • Measures that are not eligible include new construction projects, used or rebuilt equipment, non-cogeneration power production applications such as standby generation, fuel switching and repair/maintenance projects.
  • Rebates subject to ongoing funding from NCMPA1.

Water Heater Rebate

Customers whose electric service is provided by the City of High Point, a NCMPA1 member, are eligible to receive a rebate for installing a energy efficient electric water heater (30 gallons or more). The amount of rebate is up to $150 per water heater (actual cost).

Program Criteria:

  • Minimum capacity of 30 gallons or more
  • Multiple units installed at one location/by one owner are each eligible
  • Water heater must be electric
  • A tank less water heater qualifies if it is replacing the whole house water heater
  • The customer must apply for the rebate within one year of the installation
  • Only one rebate per 5 years will be allowed on the same piece of equipment at the same location
  • Customer must apply for the rebate with the City of High Point, including the following information:
  • Proof of purchase from dealer/manufacturer
  • Water heater KW
  • Water heater gallons
  • Date of Installation

A permit is not required for one or two family homes if the water heater is installed by a licensed plumber and it is not a conversion from a gas water heater to electric water heater. If not installed by a licensed plumber a permit and necessary inspection(s) are required.
